The name of the function being passed the :None:None:`**kwargs`
parameter
The :None:None:`**kwargs`
parameter passed into :None:None:`fname`
A dictionary of keys that :None:None:`kwargs`
is allowed to have and their associated default values
Checks whether parameters passed to the **kwargs argument in a function :None:None:`fname`
are valid parameters as specified in :None:None:`*compat_args`
and whether or not they are set to their default values.
